Council Resolutions
The Council adopts the IACVAWC Strategic Plan 2005-2010 which contains the following components: Introduction, Vision of the Strategic Plan, Objectives of the Plan, the Five Key Strategic Areas (KSAs) as follows: (1) Public Information and Advocacy, (2) Capacity Building and Service Delivery, (3) Research and Policy Development, (4) Sustained Linkages and Partnerships, and (5) Resource Generation and Mobilization; the Institutional Mechanisms and Implementing Arrangements; and the IACVAWC Action Plan for 2007. |

The “Performance Standards and Assessment Tools for Services Addressing VAW in the Philippines” was adopted by IACVAWC and IACAT as a monitoring tool to be utilized by the DSWD, DOH, PNP, DILG, and DOJ in ensuring the delivery of quality services to VAW victim-survivors. |

This resolution designates the Chair of the IACVAWC, the Department of Social Welfare and Development (DSWD), as the official spokesperson of the Council. The Chair may also authorize any member of the Council to serve as the spokesperson in its stead. |

This resolution provides guidelines on the provision of honorarium to Council representative(s) who attend the IACVAWC quarterly meetings. The honorarium shall be determined by the Council in accordance with existing budget and accounting rules and regulations. |

The Council adopts a set of procedural rules containing guidelines on how it shall effectively perform its tasks in conducting meetings, creating sub-committees, making decisions, ensuring representations, and other related functions. |

To ensure an integrated and coordinated community response to victim-survivors of VAWC, the IACVAWC developed and adopted guidelines for the establishment and management of VAW referral systems at the local level. |

The IACVAWC agrees to strengthen the enforcement and regular monitoring of the availment of the 10-day paid leave of absence for VAWC victim-survivors, through DOLE and CSC’s enforcement and audit mechanisms. |

The IACVAWC Strategic Plan for 2017 to 2022 outlines the vision, goal, priority issues, indicators, targets, and strategies according to key result areas. The Council adopted the Plan as its main blueprint in ensuring the implementation of RA No. 9262 after going through a series of consultation-workshops with technical working committees and stakeholders. |

Member-agencies and other concerned NGAs were authorized to allot funding for the operationalization of the IACVAWC Strategic Plan and prioritize the use of agency GAD budgets for services and programs for victim-survivors. These were included in annual agency appropriations from 2019 onwards. |

The Council provided the procedures for the participation of three (3) NGO representatives, with each one serving a particular theme based on its scope of work and available services. The guidelines were published along with a call for nominations among NGAs and LGUs. |

In order to improve overall efficiency in deliberating and promulgating resolutions as a collegial body, the member-agencies authorized the IACVAWC Chair to sign resolutions on the Council’s behalf provided that draft copies have already been submitted to the heads of the member agencies for comments and approval. |

The resolution aims to strengthen the structure of the IACVAWC Secretariat through the creation of plantilla positions and increased annual budget to cover operational expenses. |

The IACVAWC, through the resolution, appeals to the Supreme Court to designate Family Courts and Regional Trial Courts acting as Family Courts to hear gender-based violence cases falling within the jurisdiction of the Regional Trial Court. This is to ensure that GBV cases are heard and tried by judges who are gender-sensitive and judicial decisions are based on gender equality. |

The resolution categorically provides support to establish MOVE chapters and the creation of the same or similar male organizations espousing the same values and principles of MOVE in national government agencies, LGUs, and other government instrumentalities. It also provides support for MOVE activities and charges them to the Gender and Development (GAD) budget of the agency. |
