VAW Data Harmonization

Establishing a harmonized government database and system for collecting and analyzing VAW data will allow the proper documentation and management of reported cases and improve institutional response capacity.

The VAW Data Harmonization System will be a valuable tool for internal accountability and performance monitoring, especially among service providers. The lack of a standardized reporting tool in providing services to victim-survivors often results in under-reporting or double-counting of cases. This deficit significantly undermines the integrity and reliability of the data being collected, except for PNP, which employs a functional Crime Information Reporting and Analysis System (CIRAS).

The Council created a Technical Working Committee (TWC) to spearhead the development of a documentation system and standard VAW Forms to be used by all service providers. The Committee is also developing guidelines for data harmonization, particularly inter-agency reporting, collection, management, and sharing protocols.
