The Department of the Interior and Local Government (DILG) issued Memorandum Circular no. 2023-104 Providing Updated Guidelines on the Operationalization of Barangay Violence Against Women (VAW) Desks. Issued in 2023, the circular enhanced the previous guidelines in the Joint Memorandum Circular No. 2010-2 issued by DILG, DSWD, DepEd, DOH, and PCW. 

Some of the enhancements include additional definitions of key terminologies, clearer roles and responsibilities of LGUs and of Barangay VAW Desk Officers, and guidelines on the use of the LGUs’ GAD Budgets and Local Development Fund for the delivery of services and programs for victim-survivors and other prevention/advocacy initiatives.
