DILG Memorandum Circular No. 2021-093: Mapping of Violence Against Women (VAW) Services, Programs, and Facilities at the Local Level

1.0 Background

1.1. The Inter-Agency Council on Violence Against Women and Their Children (IACVAWC) has developed its Strategic Plan for 2017-2022 as a guidepost in addressing VAWC concerns provided under Republic Act No. 9262, otherwise known as the Anti-Violence Against Women and Their Children Act of 2004.


1.2. One of the issues that the Council intends to address is the lack of awareness among VAW victim-survivors on the services and protective mechanisms that they can avail in their communities. Thus, IACVAWC has prioritized the mapping of agencies and institutions at the local level that provide services and relevant programs such as shelter, medical, psychological, safety, legal, and other services for women who experience violence.


1.3. The mapping activity aims to identify the services offered by the government, non-government and civil society organizations, faith-based and religious groups, colleges and universities, private groups, and community-based agencies for victim-survivors of VAW. It also endeavors to improve the availability, accessibility, and delivery of VAW services leading towards improving the help-seeking behavior of VAW victim-survivors which is registered at 34 percent based on the 2017 National Demographic Health Survey of the Philippine Statistics Authority.


1.4. The information that will be generated from this activity will be organized into a resource directory of VAW services per province, city and municipality, which can be used as a reference in establishing formal partnerships and in identifying potential members of the integrated referral network amongst VAW service providers at the local level.


1.5. Further, it supports the implementation of DILG Memorandum Circular No. 2012-61 (Adoption/Implementation of the Guidelines in the Establishment and Management of a Referral System on Violence Against Women at the Local Government Unit Level), which seeks to have an integrated and coordinated community response to victim­survivors of VAW.



2.0. Scope/Coverage

2.1. All Provincial, City and Municipal Governments, DILG Regional Offices, The BARMM Ministry of the Interior and Local Government, and All Others Concerned.



3.0 Policy Content and Guidelines

3.1. All provinces, cities and municipalities are enjoined to support the mapping of VAW services, programs and facilities in their respective jurisdictions using the attached Mapping Tools (Form A: LGU Profile and Form B: VAW Resource Information). Said local government units (LGUs) shall ensure that all service providers in their respective localities will accomplish the mapping tools. Funds for the conduct of said activity shall be charged against LGUs’ respective Gender and Development (GAD) Budget.


3.2. The provincial government shall facilitate the submission of the VAW Mapping Tools, in soft and hard copies, from all municipalities and component cities under its jurisdiction to IACVAWC Secretariat through email address: iacvawc@pcw.gov.ph, facsimile no. (02) 8736-4449 or office address: IACVAWC Secretariat, Philippine Commission on Women, 1145 J. P. Laurel Street, San Miguel, Manila 1005. Copies of VAW Mapping Tools are attached as Annex A and B.


3.3. Likewise, the provincial government shall monitor and submit the list of municipalities and component cities under its jurisdiction that accomplished the Online VAW Mapping Tools to the IACVAWC Secretariat through the email address: iacvawc@pcw.gov.ph. The Online VAW Mapping Tool Form A (LGU Profile) can be accessed through tinyurl.comNAWMappingFormA while Form B (VAW Resource Information) can be accessed through tinyurl.comNAWMappingFormB. In the case of independent component cities (ICCs) and highly urbanized cities (HUCs), the filled-out mapping tools shall be submitted directly to the IACVAWC Secretariat.


3.4. The Council Secretariat will coordinate with the concerned units or departments of the provincial government, including ICCs and HUCs, regarding the activity.


3.5. All DILG Regional Directors are hereby directed to cause the immediate and widest dissemination of this Memorandum Circular to all concerned LGUs within their respective regional jurisdictions. Likewise, the BARMM Minister of the Interior and Local Government is requested to circulate the same to all local officials concerned within the BARMM territory. Further, kindly ensure that all provinces, cities, and municipalities will be able to submit the accomplished forms not later than December 15, 2021.



4.0 Effectivity

This Memorandum Circular shall take effect immediately.
