The passage of Republic Act No. 10354, otherwise known as “The Responsible Parenthood and Reproductive Health Act of 2012” (RPRH Law), is a landmark legislation that laid the foundation in the fulfillment of the reproductive health and rights of all Filipinos toward better health outcomes, and socioeconomic growth and development.


As core to the implementation of the mandates specified in the guiding principles of the RPRH Law, the list and information on the Reproductive Health (RH) programs and services provided therefor by the Department of Health with respect to the 12 Elements of RH are described. This shall ensure access to correct information and help couples and individuals make informed decisions in the determination of their reproductive health needs and rights.


This Circular is subject to future revisions as RH programs advance. Dissemination of this Circular to all concerned is hereby instructed.
